Management and Program Analyst
What you'd do
This position is located in the Bureau of Human Resources, Office of Civil Service Talent Management, Talent Mobility Unit (HR/CSTM/TMU). CSTM develops, monitors, and administers programs, policies, procedures, and evaluation criteria for designated Civil Service human resources (HR) management functions, including merit staffing, career development and training, performance management, executive resources management, and position classification.
Major duties
Analyzes and advises management on the direction, implementation, coordination, and oversight of one or more of a variety of management programs impacting the Bureau. Implements organizational and management approaches to ensure that human capital acquisition and retention strategies are aligned with the Department's missions, goals, and organizational objectives. Liaises with all human resources entities and is responsible for setting the strategic direction of the human capital functions in workforce recruitment and mobility-related retention strategies for the agency. Represents the unit, office, bureau, and Department at meetings, on committees and task forces to examine, study, and discuss recruitment/mobility-related HR issues, practices, and strategies.
What you need to qualify
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience leading strategic recruitment, retention, staffing, or workforce mobility programs. Experience developing and implementing human capital policies, procedures, and workforce planning strategies relating to details at the Department of State. Experience analyzing workforce programs and leading agency-wide initiatives to improve hiring and retention outcomes. There is no substitute of education for specialized experience for the GS-14 position.
