What you'd do

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of the Actuary. As a Actuary, GS-1510-14, you will serve as a technical and actuarial advisor reviewing Medicaid managed care capitation rates and developing review standards and processes.

Major duties

Lead the development of Medicare and Medicaid cost estimates that involve coordination with actuaries developing estimates for Title II Disability Insurance benefits and/or Title XVI Supplemental Security Income payments. Develop and maintain a person-based database which includes utilization data for all health care services covered under Medicaid and CHIP. Provide actuarial and technical assistance in review of Medicaid or other health care program waivers, alternative payment models, and managed care programs within the Office of the Actuary and to other CMS components. Review Medicaid managed care actuarial certifications for proposed capitation rates and provide opinions on the reasonableness and soundness of capitation rates.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Performing actuarial analysis to develop actuarial recommendations or evaluate actuarial projects; AND 2) Developing or maintaining cost estimation programs for health care programs; AND 3) Applying actuarial methods to prepare or review capitation payment rates; AND 4) Presenting recommendations on actuarial analysis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
