This Senior Executive Service (SES) position is in the Office of Land and Emergency Management (OLEM), Office of Resource Conversation and Recovery, Waste and Chemical Implementation Division. About OLEM. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

Major duties

The Waste and Chemical Implementation Division is responsible for: The nationwide implementation of a program to control hazardous wastes under Subtitle C of the Resource Conservation and Recovery Act (RCRA); The regulation of polychlorinated biphenyl (PCB) wastes under the Toxic Substances Control Act (TSCA), and EPA's chemical accident and oil spill prevention and preparedness activities under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); The Emergency Planning and Community Right-to-Know Act (EPCRA); Section 311 of the Clean Water Act (CWA); the Oil Pollution Act (OPA); and Section 112(r) of the Clean Air Act (CAA); Leading the permitting and cleanup of RCRA hazardous waste facilities and PCB storage and disposal facilities, and the authorization of States to operate their programs in lieu of a federal program; Implementing the hazardous waste and PCB permit programs, the RCRA hazardous waste cleanup and PCB programs, and the RCRA State authorization program. The Division develops regulations and provides oversight, guidance, and support for regions, and states in implementing the hazardous waste management program; Managing regulations and guidance for financial assurance for RCRA Subtitle C and support to OLEM on issues related to CERCLA financial responsibility, mixed waste, waste munitions, and issuance of national PCB approvals for storage and disposal; Implementing chemical accident and oil spill prevention and preparedness programs by developing regulations, policies, guidance, training, and technical assistance, and coordinates with federal, state, tribes, local agencies, academia, and other organizations for technical support and research on EPA's chemical accident and oil spill prevention and preparedness programs; Serving as EPA's liaison to the Chemical Safety and Hazard Investigation Board and coordinates with international organizations and other countries on policy and technical issues. Specific duties of the Director include, but are not limited to: Serving as the principal advisor to the ORCR Director on RCRA permitting, hazardous waste cleanup, and state authorization as well as management and disposal of PCBs under TSCA and financial assurance rules under CERCLA, and EPA's chemical accident and oil spill prevention and preparedness activities. Overseeing a national program for identifying hazardous waste treatment, storage, and disposal for it to achieve its strategic goals under RCRA. Managing the RCRA Hazardous Waste and CCR STAG programs, including developing and updating the allocation formula, developing guidance, providing technical assistance to regions, and tracking grant funding milestones. Developing and implementing regulations required by CERCLA, EPCRA, CWA Section 311, OPA, and the CAA Section 112(r) legislation, and research related to these programs. Developing and implementing regulations and guidance about safe management of hazardous waste including standards for design and operation of hazardous waste incinerators and treatment standards for hazardous waste prior to land disposal. Formulating of long-range collection and data analysis strategies to support the Division's program responsibilities under Subtitle C of RCRA. Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.

What you need to qualify

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related. As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below. A. Involves demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and hold individuals accountable. ECQ 5 - ACHIEVING RESULTS. Involves demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors within the required 2-page resume will result in your application being disqualified. TQ 1 - Demonstrated experience managing complex and often controversial environmental policy issues of broad national importance. TQ 2 - Demonstrated experience leading a large, multi-disciplinary staff, including managing policy discussions, developing regulations and/or guidance as appropriate, and ensuring policy execution.
