SUPERVISORY CONTRACT SPECIALIST
What you'd do
You will serve as a Supervisory Contract Specialist in the Contracting Department of NAVSUP FLC NORVA GF.
Major duties
You will provide technical guidance and training to Contract Specialists and contracting personnel in developmental positions as well as requiring activity personnel. You will recommend and addresses corrective actions for procurement packages, policies, and procedures that impact acquisition management, mission accomplishment, and customer support. You will provide training to requiring activity personnel and Contracting Department personnel on contracting requirements and adjust processes where appropriate to ensure consistent application of policies and procedures. You will serve as a member of the Contract Review Board and in this capacity evaluates and determines the uniformity of technical program policy and procedures compliance. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: possessing a mastery knowledge of contracting methods and contract types to plan and carry out long-term pre-award and/or post-award procurement actions. I also have at least one year of experience performing leadership functions such as assigning and reviewing work of subordinates and providing training as needed for contract specialists. Examples of specialized experience includes the following: 1) Advising and guiding technical representative on anticipated procurement requirements and providing technical input into the development of statements of work and specifications; 2) Conducting conferencing, soliciting, receiving and analyzing proposals for responsiveness and acceptability; 3) Analyzing settlement proposals, claims and audit reports, unauthorized commitments, protests and termination proposals; 4) Preparing and coordinating statistical and other reports on various aspects of the contracts and develops long range or interrelated procurement programs..
