SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST
What you'd do
You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTS DEPT of NAVUNSEAWARCENDIV KEYPORT WA. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14.
Major duties
You will be responsible for the supervision and oversight of the employees within your assigned Division. You will be the focal point for contract award and administration within your Division. You will be delegated authority to make decisions and speak for Keyport on contract issues in the absence of the Chief of Contracting Office. You will exercises leadership among peers, and builds team relationships. You will hold an unlimited warrant. You will be responsible for knowing the principles, methods, techniques, and systems of effective product management to independently plan acquisitions. You will complete complex project requirements, and evaluate or direct evaluations in cost, technical, and past performance areas to ensure that customers are receiving best value products and services. You will require knowledge of personnel law and its application and an understanding of organizational relationships, team dynamics, and leadership principles. You will require a broad knowledge of the technical products and services produced by Naval Undersea Warfare Center Keyport for its customers. You will have knowledge of an extensive range of procurement vehicles, including cost plus fixed fee, time and materials, labor hour, fixed price, and commercial contracting methods. You will use extensive knowledge of various cost and price analysis techniques, including best value trade off and cost realism analysis. You will apply skill in policy interpretation and application in unusual or innovative manners. You will apply knowledge of post award procedures that range to a high degree of complexity, sufficient to administer firm fixed price, time and materials, cost reimbursable, and contracts that include incentive award provisions.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12 equivalent) in the Federal service, or in the public or private sector as a professional contract specialist managing contracts and leading pre-award and post-award actions for acquisition programs. Examples of qualifying experience may include demonstrating knowledge of the FAR, DFARS, NMCARS, and related procurement instructions and guidance; understanding of an extensive range of procurement vehicles, including cost plus fixed fee, time and materials, fixed price, fixed price incentive, commercial, and non-commercial; and the ability to lead a procurement through all phases of the procurement cycle, from acquisition planning, solicitation development, evaluation, award, and post award administration.
