What you'd do

You will serve as a Senior Project Planning Subject Matter Expert (SME) within the Planning, Design, and Construction (PDC) Directorate's Strategic Planning Division (PDC3) of NAVFAC NORTHWEST.

Major duties

You will provide planning and design expertise and guidance to stakeholders on facilities programming and development. You will lead interdisciplinary teams in the development of infrastructure projects that can improve efficiency and quality. You will evaluate and monitor facility construction project timelines and milestones, including budget.

What you need to qualify

This position has a Selective Placement Factor that will be used to screen out ineligible candidates at the GS-13 level. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license or registration with your application package. A wall certificate will not be considered as meeting the described requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: 1) Developing, using, and improving Asset management, facility planning and/or Infrastructure Integrated Product Support policies, processes, and procedures; 2) Programming and determining resource requirements( e.g. integrating asset management technologies and investment strategies) for facilities planning projects.; 3) Utilizing automated systems and software (e.g. Navy Shore Facility Planning System, EPG, and iNFADS) to produce facility or community planning projects, products, and services (AE, BFR,FPD, Facility Planning Studies, Site Approvals, DD1391s); AND 4) Serving as Contracting Officer's Representative, Technical Representative or Project Manager preparing statements of work and government estimates (e.g. reviewing and evaluating work performed under contract for accuracy, adequacy and completeness).
