This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations. As an Environmental Protection Specialist, you will: Develop policies, procedures, and guidance documents to implement the Department's responsibilities on environmental matters pursuant to the requirements of the National Environmental Policy Act (NEPA) and related Legislation and Executive technical and procedural assistance to all CPD staff, both field and Headquarters. Provide guidance on achieving compliance with 17 federal environmental laws for complex, controversial, and unique projects. Apply new developments and theories to major environmental compliance problems not susceptible to remedy by established methods. Examples include: environmental noise, radon, air pollution, toxic wastes and industrial hazards. Conduct analysis of complex projects and programs, establishing nationwide precedence. Make decisions or recommendations significantly changing, interpreting, or expanding important HUD programs for environmental compliance. Provide leadership and input into HUD's environmental regulations and policies. Respond to Departmental and Congressional inquiries and requests for information regarding environmental issues.
What you need to qualify
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Planning, implementing, or authoring environmental compliance guidance and regulations for projects under the National Environmental Policy Act (NEPA) of 1969 (83 Stat. 852) [42 U.S.C. 4321]; AND Advising senior leadership on environmental protection and compliance issues. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
