What you'd do

Join the U.S. Office of Personnel Management (OPM) HR Solutions, Workforce Standards and Data Center. We're seeking a Supervisory Human Resources Specialist to lead the Core HCM Account Management team, oversee customer and stakeholder engagement, manage program resources, and drive implementation, change management, and performance initiatives supporting government-wide human capital solutions.

Major duties

Supervise the Core HCM Account Management team and lead the execution of the roadmap and strategic initiatives to support Government-wide Core HCM services. Lead cross-functional and interagency coordination to implement, operate, and sustain the Core HCM platform across the Federal government (e.g., personnel action processing, position management, and time and attendance). Serve as a primary liaison among HR policy, IT, the vendor(s), and agency stakeholders to ensure Core HCM platform solutions are compliant, scalable, and adaptive to evolving workforce needs. Collaborate across HRS with Account Management, User Support, and Product Development groups, and OPM policy experts to prioritize, rank, and schedule HRIT research and development initiatives. Provide expert advice on sensitive and complex HCM topics, implementing and maintaining human resources information technology systems, and corresponding human resources (HR) impacts. Represent the organization in interagency working groups, customer-facing meetings, internal and external project work, informational sessions, and trainings. Oversee the design, development, and processes of the functional requirements and ensure emerging Core HCM solutions meet federal HRIT needs with high quality and accuracy. Provide oversight and lead change management, communications, and risk mitigation strategies to ensure successful adoption of the Core HCM platform, proactively addressing stakeholder concerns, aligning messaging across agencies, and minimizing operational disruptions. Manage the execution and lifecycle of interagency agreements and licensing arrangements, ensuring alignment with revolving fund requirements, and implementing cost recovery strategies that support sustainable Core HCM operations across the Federal government. Lead the development and monitoring of performance metrics and service-level indicators to evaluate platform effectiveness, customer satisfaction, and continuous improvement opportunities. Develop and execute a stakeholder engagement and communication strategy to maintain transparency, build trust, and foster collaboration with agency partners.

What you need to qualify

For the GS 14: You must have You must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service or equivalent, performing all of the following: Managing programs or projects designed to address human resources (HR) needs, such as reviewing agency policy and making recommendations, researching and evaluating HRIT systems in meeting customer needs, etc.; AND Applying technical knowledge of HR-related laws, regulations, policies, and best business practices to promote effective, efficient, and legally-defensible strategic HR solutions to be implemented by stakeholders; AND Communicating complex HR-related issues and recommended solutions to stakeholders (for example, HR professionals, hiring managers, applicants, IT professionals, agency leadership, etc.) with varying degrees of technical expertise and familiarity with these issues; AND Managing program or project budget(s) to include experience negotiating funding with management or agency officials and monitoring budget progression including overages or underutilization; AND Managing resources (for example, financials, staff, schedules, etc.) for program(s) or project(s) to ensure product and service delivery occurs within budgeted amounts. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at GS-13 level is required to meet the time-in-grade requirements for the GS14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
