This position is located in Air Traffic Organization (ATO), Management Services, Financial Services Directorate. This Directorate provides a wide array of critical business, financial, and contracts support services for the Air Traffic Organization.

Major duties

The Management and Program Analyst uses experience and comprehensive knowledge of analytical and evaluative methods and techniques to assess management operations and program efficiencies. Performs distribution allowances and execution activities. Serves as the Headquarters liaison between Service Areas and other ATO Resource Management Groups. Performs multiple, varying and complex assignments under the minimal direction of the Team Manager or more experienced professional. This work affects the daily operations of assigned Service Units. As a contributing specialist, the Analyst applies knowledge of the principles of financial management, the Federal budget process, and project planning in compiling the analytical data required to prepare execution and financial reports. Assignments regularly require interpretations of internal and external policies within the FAA Acquisition Management System and extrapolations from precedents. Uses experience and comprehensive knowledge of quantitative and qualitative methods, techniques and concepts to perform financial analysis and reporting to include working with budgets from assigned Service Units. Applies knowledge of the budgeting process to initiate, plan and conduct the functional activities for assigned projects. Has an understanding of the cost implications and works with program managers to ensures cost effective business solutions and services are implemented and/or validated. The Analyst monitors and analyzes obligations and expenditures, appropriations and authorizations, plans and allocations. Conducts requirements gathering, prioritization, and funds certification. Reviews, analyze and evaluates financial transactions, invoices and discrepancies. Identifies deficiencies and determines need to submit requests for supplemental funds. Applies skill developing mathematical and/or statistical analyses pertaining to financial management to track and report the status of financial transactions. Prepares and reviews management reports and/or contractual documents. The Analyst applies experience using automated tool such as spreadsheets, database software, and cost control systems to track, extract data, and prepare detailed reports and trend analysis to management. Prepares and coordinates budget information for internal management review and decision making. Develops statistical charts and graphs to clearly articulate trends or to highlight information that leads to data driven decision making. Provides guidance and on-the-job training to junior analysts in the area of financial management and the application of policies, regulations, and laws to assigned program areas. Contacts are internal and external to AJG. The Analyst may act as a point of contact to provide advice and guidance on the application of policies and procedures for funds certification. Provides analytical data to program managers or more experience analysts to develop various correspondence, reports and briefings to be used in presenting background information about ATO programs. May be called upon to communicate ATO/FAA positions on policy and procedure. Although established policies and procedures provide guidance for most assignments, the Analyst uses considerable discretion to select the most appropriate approaches or to develop new approaches. Most issues are resolved without the assistance of more senior employees or the Team Manager. The Analyst develops and recommends approaches to address current and anticipated problems and issues. The Team Manager rarely reviews work, typically though status reports and at completion to ensure policy compliance and alignment with the requirements of projects and other work activities.

What you need to qualify

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: -Experience analyzing financial data and trends to ensure compliance with applicable policies. AND -Experience interpreting and applying budgetary policies and procedures to monitor expenditures. You should include relevant examples of the specialized experience in your work history.
