Major duties
You will provide leadership and direction for (1) GS-12 and (3) GS-14 personnel including officers and managers, and second/third level supervisors, as well as subordinate staff. You will ensure subordinates have proper training and resources for effective execution of their duties. You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of the employees. You will provide construction engineering expertise in major engineering disciplines on projects of an unusual or complex nature. You will be responsible for constructability reviews on all contract plans and specifications.
What you need to qualify
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A copy must be submitted with your application to support this claim. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Making critical decisions impacting complex engineering, design, military construction (MILCON), demolition, and maintenance/repair projects; 2) Providing consultative services on the entire range of architectural and engineering activities for facilities construction; 3) Advising and collaborating in the development of short and long-range to meet an organization's goals to include oversight of facilities acquisition, funding, budgeting, and administration; 4) Managing architects, engineers, project managers, construction managers, and program analysts by ensuring timely accomplishment of objectives within resource constraints and providing planning, implementation, and achievement monitoring.
