What you'd do

This position is located with the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Location Support Staff, Plains Area, in the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. In this position, the incumbent will be an integral member of the Administrative Office responsible for the budget and fiscal oversight of the Biological Development Module and 10-year budget plan for NBAF.

Major duties

Monitor the execution of approved operating budgets. Prepare reports on budget usage to meet the requirements of the Office of Management and Budget and Congress. Make fund adjustments for anticipated project redirection or income from outside sources such as reimbursable and trust fund agreements. Analyze and compile data into spreadsheets and other documents capturing both the type of funds flowing in and out of accounts. Develop recommendations on funds and allotment controls and record information to assure proper apportionment of administrative and program funds. Establish systems to control all appropriated funds and reimbursable accounts, trust fund accounts, and transfers of funds from other USDA components and Federal agencies. Develop internal controls and review procedures, processes, and techniques for use in analyzing data.

What you need to qualify

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are: Qualifying experience for the GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is: Reviewing budget requests or plans to ensure compliance with regulations or guidelines; Developing or analyzing budget data or recommendations; and Reviewing budgetary or financial reports. OR Education: Master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Related degrees may include: Accounting, Business Administration, and Finance. OR Combination of Education and Experience: Applicants may combine education and experience to qualify at this grade level. Applicants must have a combination of specialized experience and education beyond the first year (18 semester hours) of graduate school to qualify for the GS-09. A combination of education and experience may be used to qualify if the computed percentage of the requirements total at least 100%. To compute the percentage of the requirements, divide the total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE: If using education to meet qualification requirements, transcripts must be submitted at the time of application.
