SUPERVISORY INTERDISCIPLINARY GENERAL ENGINEER/OPERATIONS RESEARCH ANALYST
What you'd do
You will serve as the Integrated Assessments Branch Head in the Mission Engineering and Analysis Division, Warfare Effectiveness Department of NAVAIRWARCENAC DIV. This position is equivalent to a GS-13/14.
Major duties
You will develop or direct development of new methods and unique computer analysis models when existing techniques are determined to be inadequate for the problem being addressed. You will assist in the recruiting, hiring and training of lower-graded employees assigned to the incumbent for specific projects and studies. You will complete and/or approve timekeeping documents and leave requests, training requests, travel orders, and miscellaneous forms and/or correspondence and other duties. You will be plan and assign work based on priorities, schedules and capabilities. You will prepare reports and recommendations concerning major programs and/or overall aspects of system design and functional capability.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (NM-03) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Conducting and training others in current operational research tools and techniques, operational planning, programming requirements, and mission and campaign level analysis and reporting processes to support programming and budget decisions 2) Utilizing research or analytical problem-solving methods to identify interrelated program issues, draw conclusions, and recommend apt solutions 3) Utilizing specialized statistical methods, operations research methods, or mathematical reasoning to resolve ad hoc assignments and strategic or operational problems across naval aviation missions 4) Establishing qualitative and quantitative criteria for estimating effectiveness of proposed systems and alternatives 5) Creating analysis reports, using sound mathematical reasoning and operations research methods, to communicate recommendations or findings to senior leaders 6) Leading teams in the execution of warfare effectiveness analysis projects (both technical and financial management of studies) 7) Communicating with senior leadership in the civilian and military on project management, status reporting, findings, and recommendations.
