What you'd do

The Portfolio Manager at the US National Science Foundation serves as a Contracting Officer Representative, managing and overseeing contracts, acquisitions, and budgets, ensuring compliance, advising leadership, and administering a complex portfolio to support organizational objectives. Major duties

As a Portfolio Manager GS-301-14 MP, you will perform the following duties: Contract Management and Oversight: Serve as Contracting Officer Representative (COR) for organizational contracts, administer a complex portfolio of contracts, oversee service delivery, monitor contractor performance, and manage contract modifications. Acquisition Strategy and Portfolio Management: Lead annual acquisition activities, develop and execute acquisition strategies, manage a large portfolio of projects/contracts, and provide program and project management support Budget Formulation and Execution: Oversee development, analysis, and management of the organization's acquisition budget, track expenditures, ensure compliance with federal and agency requirements, and provide financial advice to senior leadership. Policy Development and Compliance: Ensure compliance with agency contracting policies, develop and interpret policies, and provide training on contract management, ethics, and regulations. Stakeholder Engagement: Build effective relationships with internal and external stakeholders, provide advisory services to senior leadership, and resolve complex issues related to acquisitions and resource management. Other duties as assigned.

What you need to qualify

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in the federal government overseeing financial, procurement, and acquisition activities for an organization. Examples of relevant experience could include: Serving as a Contract Officer Representative (COR) for a variety of complex contracts. Supporting the development of acquisition strategies for an organization. Tracking and analyzing financial accounts and contract funding. Providing advice and guidance to staff regarding financial and acquisition policies and regulations. Communicating complex financial or acquisitions-related information to a wide variety of audiences. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
