What you'd do

The position is located in the Systems Solutions Division (SSD), Office of the Chief Technology Officer (CTO), Office of the Executive Director (EX), Bureau of Diplomatic Security (DS). The SSD sets policies, guides programs, and establishes standards for Enterprise Applications. It manages the analysis, design, development, and improvement of these applications and provides limited technical support for customer requests to build or update information management systems.

Major duties

Manages projects that design and develop Bureau wide applications throughout IT management and development process. Leads multifunctional development projects and creates measurable goals in software analysis, design, and development. Advises on the software development process, resolving critical issue affecting the configuration of the IT infrastructure. Provides advice and guidance on a wide range and variety of complex IT issues through thorough analysis and interpretation of IT policies, standards, and guidelines. Evaluates and recommends adoption of new or enhanced approaches to delivering IT services to ensure high quality solution through testing.

What you need to qualify

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrate each of the FOUR competencies AND specialized experience listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND have at least 1 full year of specialized experience equivalent to GS-12 level in the Federal service which provided you with knowledge, skills, and abilities to perform the duties of the positions. Qualifying specialized experience must demonstrate the following: Experience maintaining and improving software applications in an operational environment, including troubleshooting issues, implementing enhancements, and leading tasks to ensure ongoing system stability. Experience supporting project intake or requirements-gathering processes for enterprise IT systems, including collaborating with stakeholders and leadership to evaluate and facilitate project approvals. Experience communicating IT project risks to management through written reports. Note: In order to qualify for this position, you experience MUST be IT related; the experience must be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.
