What you'd do

You will serve as a Human Resources Director (HRD) for the MARINE CORPS LOGISTICS BASE and will service three Marine Corps Commands to include the Office of General Counsel. You will advise Commanding Officers, managers, and supervisors at serviced activities on human resource management issues to ensure they have available a competent, well trained, highly motivated and highly productive workforce to support the accomplishment of their missions.

Major duties

You will provide human resources (HR) advice and respond to requirements as set by the installation commander and Marine Corps Logistics Command's commanding general or staff. You will provide HR services including full advisory range of Position Classification, Position Management, Wage/Pay administration, Employee Relations/ Labor Relations, Workers' Compensation, Employee Development and personnel automated systems. You will identify material, equipment, supplies, facilities, and manpower needed to support personnel operations. You will provide technical and administrative advice, instructions, and counseling to subordinates. You will consult with Headquarters Marine Corps and Office of Civilian Human Resources (OCHR) in the resolution of precedent setting issues. You will facilitate the development of new HR procedures, approaches and practices to enhance execution of the mission. You will participate with management officials in personnel management planning and organizational effectiveness to ensure effective utilization of human resources programs. You will develop appropriate interventions to top management on significant HR issues and concerns and provide recommendations on the widest range of alternatives. You will provide advice to serviced activities concerning proposed organizational, personnel, and mission changes to determine the potential short and long term impact on personnel needs. You will oversee on-site Special Emphasis Programs such as Upward Mobility, Federal Women's Program, and Individuals with Disabilities, and the Disabled Veterans Program. You will administer proper utilization of civilian human resource information systems, by assuring that information contained in the Defense Civilian Personnel Data System (DCPDS) meets the timelines and quality of standards established.

What you need to qualify

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing human resources operations in accordance with regulations and command policies, objectives and guidelines for a military organization; reviewing, analyzing and interpreting regulations, directives, and reports pertinent to personnel; preparing, recommending and communicating personnel policies designed to provide the command with optimum manning and personnel support; assigning, directing, and evaluating work of subordinate sections and organizational structure related to the execution of human resource activities.
