What you'd do

You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) in the Department of the Navy, United States Marine Corps of MARINE CORPS AIR GROUND COMBAT CTR.

Major duties

You will provide a full range of management advisory services on day-to-day matters involving Employee Relations (ER), including discipline, grievances, and performance management. You will advise and assist managers, supervisors, and employees on the proper resolution of conflicts, including interpreting command policies and procedural requirements. You will develop and present solutions to complex personnel situations, gathering background information and preparing formal correspondence for disciplinary and adverse actions. You will provide Performance Management advisory services, including developing written policies and guidelines and administering the employee appraisal and awards programs. You will advise managers on evaluation techniques, the establishment of critical elements and standards, and aligning employee performance with organizational goals. You will administer various work/life HR programs, including Leave, Telework, Reasonable Accommodation, and the Civilian Employee Assistance Program (EAP). You will provide labor relations support, advising management on bargaining unit agreements, employee rights, and the principles of labor-management relations. You will conduct extensive research of third-party case law and regulatory guidance to ensure all recommended actions comply with legal and procedural requirements.

What you need to qualify

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching and explaining standard civil service regulations, leave programs (such as FMLA), and administrative policies to employees and supervisors. Assisting in drafting disciplinary or adverse action letters (e.g., reprimands) and conducting preliminary fact-finding to help resolve workplace conflicts or leave abuse. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: independently advising management on complex, high-risk conduct and performance issues, including drafting advanced disciplinary and adverse actions. Applying the Douglas Factors to recommend legally defensible penalties, interpreting complex leave programs (such as FMLA), and using negotiation skills to resolve high-conflict workplace issues like harassment allegations.
