What you'd do

This position serves in the Office of Enterprise Data and Analytics (OEDA), and reports directly to Associate Administrator. The incumbent coordinates projects which cut across organizational lines and involve the planning, utilization, and evaluation of resources throughout WHD in the national office and in the regions.

Major duties

As a Management and Program Analyst, you will perform the following duties which are not all-inclusive: Develop strategic plans and objectives for assigned OEDA programs and works with DSPP on development of Ops Plan. Provides staff guidance and direction to elements engaged in the development and implementation of plans and objectives to assure that actions are in keeping with OEDA objectives and WHD overall mission. Leads ad hoc integrated project teams and working groups throughout WHD across a wide range of program areas. Develops and executes strategies to address workload spikes in Division of Wage Determination (DWD) Branches which result in advisory recommendations and presentations to WHD senior management. Serves as a liaison to Office of Congressional and Intergovernmental Affairs (OCIA), Office of Public Affairs (OPA), Office of the Secretary (OSEC), Assistant Secretary for Policy (ASP), Solicitor's Office (SOL), Division of Strategic Planning and Performance (DSPP), and the Division of Data Analytics (DDA) and other offices through the WHD operations both in the National Office and in the regions. Independently works with senior staff throughout WHD and DOL, including Associate Administrators, Regional Administrators, and Directors, advises and assists in planning, designing, directing and coordinating the OEDA programs; facilitates communication and coordination among all relevant parties and assures consistency, accuracy, and quality of policy related program efforts. Drafts and edits detailed written reports, research summaries, recommendations, and syntheses on policy and resource issues for oral and written presentations to WHD's senior management concerning the OEDA mission and operational requirements. Prepares responses to OSEC, Office of Management and Budget (OMB), Congress, and State government agencies. As the Program Manager for the Office of Enterprise Data and Analytics (OEDA), the incumbent represents Wage and Hour Division (WHD) in meetings, conferences, and task forces designed to incorporate the goals and objectives of the various programs through the WHD. Provides the Associate Administrator analysis, formulation, prioritization, development, integration and monitoring of multiple software/database systems consisting of 20 legacy software tools in production supporting the Wage Determination Surveys portfolio.

You must meet the requirements listed below to qualify for Management and Program Analyst. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service. Qualifying specialized experience includes: 1) Experience applying quantitative and qualitative analytical methods to evaluate program performance, assess complex management processes, and present findings to senior leadership. 2) Experience interpreting agency policies, regulations, and administrative laws to evaluate program accomplishments and develop recommendations that improve organizational effectiveness. 3) Experience communicating complex administrative and program information, both in writing and orally, to senior leadership and diverse stakeholders through reports, policy documents, and formal presentations.
