This vacancy is for a Management and Program Analyst in the Economic Development Administration within the Department of Commerce.
Major duties
As a Management and Program Analyst, you will support the implementation of workforce programs in the OIE, analyze and advise management on the evaluation of the effectiveness of programs/operations or the productivity and efficiency of management, or both, and will oversee a portfolio of awards and support the overall stewardship of programs in the OIE Workforce portfolio. These activities include but are not limited to: Grant Competition Management: Support the effective execution of competitive grant competitions in the workforce portfolio. Program Oversight: Ensure effective award implementation, grantee progress, and outcomes of awards in workforce portfolio. This Job Opportunity Announcement may be used to fill other Management and Program Analyst GS-0343-13, positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.
What you need to qualify

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience: Implemented workforce development programs, defined as activities that support community or regional workforce training objectives focused on the needs of the business communities and enabling job seekers to secure industry recognized credentials and gainful employment; AND Identified learning opportunities that will increase the knowledge, skills, and mindsets of workforce development practitioners (i.e higher education institutions, workforce development boards, unions, businesses.); AND Monitored and evaluated the performance of a recipient of government funds against programmatic milestones and quantitative outcomes; AND Served as the subject matter expert on the laws, regulations, rules, policies, procedures, and methods of governing the administration of federal grants.
