The primary purpose of this position is: Air Force Services Agency (AFSVA) focal point at a MAJCOM directs, plans, organizes, and oversees the Services' program for the MAJCOM. Responsible for formulating program goals, plans, and policies for the Services' mission at the MAJCOM.

Major duties

1. Provides oversight and direction on Service's program; plans, formulates, interprets, and implements policies and procedures to provide mission-impacting quality of life services. Plans and develops advisory and support services for the command-wide mission. 2. Represents Service's with a variety of installation and functional area of organizations. Establishes, develops, and maintains effective working relationships with a variety of high level offices. 3. Represents the organization on working groups; steering groups; or other meetings, conferences, seminars, and promotes interchange of information on requirements, capabilities, deficiencies, and technology applications of specialization. 4. Analyze current projected financial condition of bases throughout the command and evaluates their capability to meet the Services' mission. 5. Provides financial oversight and administration of the Services appropriated and non appropriated fund budget, reviewing, and advocating multi-million dollar NAF construction projects, managing long-term studies for facility implementation projects.

What you need to qualify

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-12/13 or equivalent in other pay systems. Specialized experience is experience in Provide oversight and direction on service's program; plan, formulate, interpret, and implement policies and procedures to provide mission-impacting quality of life services. Plan and develop advisory and support services for the command-wide mission. Maintain a continuous liaison with other MAJCOMs, HQ USAF, and subordinate installations. Prepare and analyze reports, responses to queries, justifications, and background papers on technical aspects of areas of expertise and assignment. And analyze current projected financial conditions of bases throughout the command and evaluate their capability to meet the Service's mission. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of Services functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of Services organizations to provide high level staff guidance. 2. Knowledge of accepted accounting, budgeting, funds control, standard contracting regulations, practices, procedures, resale, and inventory management principles with ability to interpret and analyze financial data. 3. Knowledge of the Appropriated Fund (APF) and Non-appropriated Fund (NAF) personnel management systems, to include principles, practices, and procedures. 4. Ability to recognize and analyze complex analytical problems, conduct research, summarize results, and make appropriate recommendations for resolution. 5. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
