What you'd do

This position is located in the Bureau of Human Resources, National Foreign Affairs Training Center, Diplomatic Tradecraft and Emerging Technology Directorate, Consular Training Division, Domestic Passport Training (HR/NFATC/DTET/CON). The Domestic Passport Training Branch designs, plans, coordinates, and delivers standardized training for CA/PPT field and headquarters personnel covering passport adjudication, citizenship, leadership and management topics for the United States.

Major duties

Conducts ongoing assessment of the Bureau of Consular Affairs, Passport Services Directorate's (CA/PPT) training and employee development programs and operations. Provides information and essential feedback to management, co-workers, and subordinates with regard to the effectiveness and efficiency of PPT training programs and activities. Plans, develops, implements, evaluates, and improves programs, systems, processes, and procedures in order to enhance the services provided by Domestic Passport Training and ensure that the training needs of the Passport Services Directorate are met. Analyzes survey data, including feedback and suggestions submitted by customers, and provides recommendations for changes/ improvements.

What you need to qualify

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience leading passport training and development programs, including developing policies and processes and overseeing large-scale in-person and virtual training initiatives. Experience working in domestic passport operations, adjudication, or Passport Services program management, including establishing and sustaining strategic partnerships to advance workforce development objectives. Experience developing and overseeing policies, practices and processes that facilitate the management of passport training and development programs. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
