MANAGER
What you'd do
You will serve as a MANAGER in the Branch Head, Measurement Systems and Technology Branch of the Underwater Electromagnetic (UEM) Signatures and Technology Division, Code 754 of CARDEROCK DIV NS. This position is within the Warfare Demonstration Personnel Project. The ND-05 pay band encompasses the GS-14/15 pay grades.
Major duties
You will provide technical leadership in underwater electromagnetic (UEM) signatures and silencing; influencing projects, proposals, and direction of work; and requiring extensive technical knowledge. You will provide technical direction and oversight of UEM measurement system development, test, and implementation (e.g. hardware selection/integration, software specification and development). You will advocate for commonality, ensuring configuration management, performing critical assessments, identifying issues, providing guidance to achieve solutions, and determining risk to meeting objectives. You will track and monitor Magnetic Silencing Facility measurement system hardware, software, and operating status, taking corrective action as needed. You will interface with sponsors, the Fleet, Ships Force, and MSF personnel in support of UEM measurement system design/operation and MSF status, providing UEM expertise and experience with UEM measurement systems. You will develop strategies for the Branch’s future direction in line with Division and Department goals. You will provide mentoring and coaching to branch employees. You will provide program oversight for Sponsors and Division management. You will oversee the routine administrative operations of the Branch, including approving orders, vouchers, leave requests, and times; reviewing and commenting on report content; preparing briefs; managing taskers; and tracking deliverables. You will support NAVSEA Engineering (NAVSEA 05P) in the area of Underwater Electromagnetic Signatures and Susceptibility.
What you need to qualify
This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), an Electronics Engineer (0855-series), an Architect (0871-series), or a Physicist (1310-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0830, 0850, 0855, 0871 and 1310) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS 12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Scientist or Engineer designing multi-channel (e.g. 100s of data channels) underwater measurement systems; applying systems engineering principles to hardware and software development projects; reviewing work to ensure it meets project technical requirements.
