Major duties
As the Senior Information Technology Specialist at the GG-14 grade, you will serve as a subject matter expert and technical lead for the NRC's external website (primary) and internal website (backup). You will be responsible for the technical planning, design, development, architecture, testing, publishing, analysis, implementation, and management of the web content management systems and associated web operations. Your duties will include, but are not limited to: Leading the design, development, and management of large-scale, cloud-hosted web environments, ensuring the NRC's websites are secure, reliable, and efficient. Monitoring website performance and capacity, coordinating with infrastructure staff to ensure optimal connectivity and prevent performance degradation. Developing and maintaining security, disaster recovery, archiving, and backup/recovery plans for web content management platforms, and ensuring regular testing and compliance. Serving as the technical authority and Contracting Officer's Representative (COR) and/or Project Manager (PM) for contracts related to web content creation, publishing, maintenance, and security. Evaluating and implementing new web technologies and products, including conducting impact analyses on the current infrastructure and recommending enhancements. Overseeing and providing direction to mixed teams of NRC staff and contractors, ensuring projects are completed on schedule, within budget, and to agency standards. Analyzing complex technical issues, performing root cause analysis, and developing innovative, sustainable solutions to improve web infrastructure reliability and efficiency. Providing authoritative technical input and recommendations for strategic IT planning and agency-wide web initiatives. Communicating complex technical information clearly and effectively to both technical and non-technical audiences, including preparing executive briefings and technical documentation. Ensuring compliance with NRC and federal IT security and privacy requirements. Monitoring and mitigating security threats to NRC web properties, and documenting incident responses as necessary. Acting as the primary point of contact for interactions with NRC project managers and contractors hosting NRC content on third-party web domains.
What you need to qualify
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: Leading the design, development, implementation, and management of large-scale, cloud-hosted web environments, including the development of functional requirements, architecture, and security protocols. Managing complex web-related projects and contracts as a COR or PM, including planning, documentation, oversight, and ensuring delivery within scope, schedule, and budget. Conducting advanced analysis and root cause investigation of complex technical issues impacting web systems, and developing effective, sustainable solutions. Providing authoritative technical guidance and recommendations on web software, cloud-hosted services, and hardware to improve organizational web operations. Communicating highly technical information clearly to diverse stakeholders, including senior management, technical teams, and external partners. The ideal candidate will be able to demonstrate the following: Demonstrated advanced knowledge of technical and application (Web Technologies) Demonstrated knowledge of Project and Contract Management principles sufficiently in managing web-related projects and contracts, including planning, documentation, and oversight as COR or PM. Ability to analyze complex technical problems, perform root cause analysis, and recommend effective solutions. Demonstrated the ability to communicate complex technical information clearly and effectively to both technical and non-technical audiences. Translates technical concepts into plain language, ensuring understanding across diverse stakeholders.
