Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to serve as Chief, Support Division in the Directorate of Strategic Marketing at a major location with responsibility for directing the activities of the Division.

Major duties

Plans, organizes, and oversees the activities of the Division. Exercises supervisory personnel management responsibilities. Monitors the national, regional and local advertising programs and develops national media/ advertising content creation plans, develops and executes local/regional advertising contract requirements that may include, but is not limited to high school and college programs, recurring high school/college publications, telephone directories, radio, television, out-of-home, digital and other media advertising products. Establishes, develops, and maintains effective working relationships with government and non-government agencies. Analyzes and evaluates the effectiveness of specific national advertising content and platform presence to determine audience response, and/or to develop additional programs in support of branding requirements.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-13 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes formulating program goals, plans, policies and development and operation of multi-level Marketing Support functions and activities. To view additional qualification information, click on the following link: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1100/general-business-and-industry-series-1101b/ KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Marketing Support. Knowledge of the mission, roles, functions, organizational structures, and operation of oversight and internal organizations to provide local multi-level staff guidance and/or Marketing Support. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Knowledge of and senior-level experience in directing national advertising strategies, creative development, media buying, and/or benchmarking, activation and partnerships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
