The primary purpose of this position is to serve as the Senior Contracting Officer Representative (COR) and Subject Matter Expert for the Materiel Management Supply section. Works to coordinate and distribute all actions required to inspect contractor performance and monitors contractor administrative records.
Major duties
Serves as supply technical advisor to the Flight Chief, Squadron Director, Group Commander, Contract Administrator, customers, and other on and off-base agencies. Designated as the Materiel Management Senior COR. Evaluates contractor performance IAW the Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) as required. Directs the QAP program for the contractor operated Materiel Management organization. Develops and maintains quality assurance surveillance schedule of services. Accomplishes special projects as materiel management technical advisor in a timely and accurate manner. Participates as primary point of contact on materiel management program updates.
What you need to qualify
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. GENERAL EXPERIENCE: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4. EDUCATION: Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university. NOTE: You must submit a copy of your transcripts. OR COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements NOTE: You must submit a copy of your transcripts. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in serving as a materiel management technical advisor to leadership and directing Quality Assurance Programs as a Senior COR to evaluate contractor performance against Performance Work Statements. Experience also includes applying base supply concepts-such as warehousing, stock control, and equipment management-and utilizing specialized databases like ILS-S, D043, and TRACKER to analyze supply documentation and regulations, solve recurring problems, and meet critical deadlines. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of supply and acquisition of services regulations, policies, procedures, functions, techniques, and methods applicable to the supply process, inventory management, and information technology systems utilized. Knowledge of and experience in a full range of base supply concepts, principles, and practices including supply warehousing, mobility, weapons storage, stock control, procedures, accountability, equipment management, and computer operations. Skills in analyzing and interpreting supply reports, Department of War and Air Force regulations and manuals, instructions, and standards; as well as identifying and analyzing recurring problems and developing innovative solutions. Ability to receive, screen, review, and verify supply documentation from microcomputer and Materiel Management related microcomputer programs, the Materiel Management-related data base, and applications ELMS, ILS-S, BLADE, FLITES, D043, TRACKER, TRACKER LITE, and associated programs as required. Ability to plan, organize, and prioritize work to meet challenging deadlines. Knowledge of safety and security regulations, practices, and procedures. Skills in developing and maintaining good interpersonal and working relationships and working cooperatively as a member of a team. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
