This Senior Executive Service (SES) position is in the Office of Air and Radiation, Office of Clean Air Programs. About the Office of Air and Radiation.. This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).

Major duties

The Deputy Director of the Office of Clean Air Programs (OCAP), under the supervision of a Director, reports to the Assistant Administrator for Air and Radiation. The Office's programs fulfill domestic statutory requirements under the Clean Air Act (CAA) and the American Innovation and Manufacturing (AIM) Act. The Office is responsible for developing national standards for air quality; emissions standards for criteria and hazardous pollutants; and regulations, technical policies, guidelines, and criteria for air pollution control in the United States. The Office is also responsible for developing and implementing national and international programs focused on restoring the stratospheric ozone layer and phasing out hydrofluorocarbons (HFCs), and related international treaty obligations of the United States. The Office provides assessments of costs, benefits and impacts of these programs on public health and the environment; provides technical assistance to affected industry; develops innovative solutions to air quality problems; facilitates United States participation in international air pollution agreements and programs; and provides effective technology transfer through the translation of technological developments into improved control program procedures. The Office develops and implements its programs alongside stakeholders from most economic sectors in the United States, coordinates with other Office of Air and Radiation offices to ensure cross-program integration of air quality management strategies, working closely with States, Tribal agencies, Regional Planning Organizations, industry, the public and other national and international organizations through dissemination of expertise, technical information, and risk communication on air quality and public health. Specific duties of this position may include, but are not limited to: - Overseeing the day to day operations of the Office of Clean Air Programs. - Evaluating the progress and effectiveness of existing programs and developing alternative implementation strategies when necessary and appropriate. - Developing and overseeing the annual budget, policies, plans, procedures, goals and objectives of the Office. - Establishing and maintaining professional relationships with internal and external government partners, industry, academia, professional and scientific organizations, and the public. - Performing the full range of supervisory human resources functions for subordinate staff within the Office.

What you need to qualify

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related. As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below. A. Involves demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and hold individuals accountable. ECQ 5 - ACHIEVING RESULTS. Involves demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors within the required 2-page resume will result in your application being disqualified. TQ 1 - Demonstrated experience working with a multi-faceted organization consisting of technical, policy, and resource management staff in various disciplines to support the development and/or implementation of environmental laws and regulations.
