Major duties

The Director of Commercial Capabilities (D/SCC) is a member of the senior leadership team of the NGA Commercial Operations Group. The D/SCC serves as a senior technical expert on all Commercial GEOINT related needs across the National System for GEOINT (NSG), including Intelligence Community (IC), DoW (Department of War), and federal/civil partners. The incumbent will lead Commercial GEOINT research, assessments, governance, and integration activities across the NSG in order to align the acquisition of new commercial imagery, data, products, and analytic services to the highest-priority NSG needs. The D/SCC will lead a team responsible for the development and integration of Commercial Ground Architecture into the NGA/NSG enterprise for ease of data discovery, dissemination, and mission utility. They will coordinate with the National Reconnaissance Office (NRO) and NSG customer base to include NGA components to ensure statements of work align with mission needs for data discovery and dissemination, data onboarding and Independent Verification & Validation consistent with defined standards, and data integration funding is maintained. The D/SCC leads a team responsible for engaging industry partners, performing market research, assessing commercial market availability for commercial solutions, conducting independent verification and validation and assessments in support of IC and DoW's unique collection and analytic needs. Once those solutions are identified, the incumbent must understand how to effectively deploy capabilities within a defined budget while still meeting the needs of the customer. The incumbent will exercise the authority to coordinate and standardize commercial GEOINT assessments across NGA and the NSG (through the GEOINT Assessment Community of Practice, (GA CoP); inform functional management governance processes to ensure efficiency in discovery, assessment, and expenditure of resources across the NSG. The D/SCC will develop and influence joint operations and activities with multiple NGA key components and community partners to gain access to commercial GEOINT data, products, and services for experimentation, evaluation, and assessment in mission operations and publish discovery and assessment reports to inform Unite States Government (USG) acquisition decisions. They will participate in the Commercial GEOINT Subcommittee (CGS) of the GEOINT Committee (GEOCOM) to provide a community forum for Commercial GEOINT functional management. The D/SCC is expected to look for emerging solutions and support the National Defense Strategy, in particular, Supercharge the US Defense Industrial Base. The D/SCC is expected to communicate trends and capabilities of Commercial GEOINT providers to a variety of audiences and how they apply to the NGA Strategy. The incumbent will provide market information and recommendations to shape US remote sensing policy, and fortify sensor resilience through a variety of commercial suppliers. As a member of the Source executive leadership team, the D/SCC will effectively contribute to broader mission modernization efforts linked to the agency Strategic Objectives including data, collection, personnel and dissemination across the Source enterprise; all to support our modern, outcome-driven team.

Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. Successful applicants will be distinguished from other applicants by a review of the Executive Competencies, Technical Competencies, Technical Qualifications, Executive Core Qualifications, Intelligence Community Senior Officer Core Qualifications, and Education Requirements, if required. An applicant's resume must show that their experience, education and accomplishments reflect the competence and professional standing required to provide expertise needed for this position. INTELLIGENCE COMMUNITY SENIOR OFFICER CORE QUALIFICATIONS (ICSOCQ) Leading the Intelligence Enterprise. This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's (IC) mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the Intelligence enterprise and a shared commitment to the IC's core values. TECHNICAL QUALIFICATIONS (TQs) TQ 1. Ability to manage partnerships across multiple directorates and agencies to create a unified approach for commercial content discovery and assessment. TQ 2. Ability to manage budget and contracts for critical FTE support to mission. TQ 3. Strong written and oral communication skills for editing published reports and speaking publicly as to commercial GEOINT trends and capabilities. EDUCATION REQUIREMENT Bachelor's degree from an accredited college or university DESIRABLE QUALIFICATION CRITERIA: In addition to the above Technical Qualifications, the below qualifications are also desired: 1. Demonstrated understanding of technical depth in commercial imagery, data and analytics. 2. Ability to drive implementation of Component or Agency strategic plans through goal setting and monitoring results. 3. Experience developing and governing technical, security, and fitness standards and processes.
