What you'd do

The Management and Program Analyst will serve as an Environment, Safety, Health, and Quality (ESH&Q) Specialist, a senior professional role that supports the National Nuclear Security Administration's (NNSA) contractor oversight, performance evaluation, and safety validation mission in the Savannah River Field Office.

Major duties

As a Environment, Safety, Health and Quality Specialist, you will: Serves as an organization-wide Subject Matter Expert (SME) in ESH&Q, advising line organizations on the integration of safety, health, and quality assurance programs to ensure all operational objectives are met with minimal risk. Provides expert technical consultation and actionable recommendations to site leadership, DOE/NNSA Headquarters officials, and contractor management regarding program improvements, safety culture maturity, and the efficient management of high-hazard facilities. Researches, interprets, and develops new technical approaches and recommendations for programmatic development and recommends improvements or implementation strategies for site-wide ESH&Q programs to include policies, procedures, instructions, and directives. Leads advanced incident investigations and rigorous root-cause analyses, formulating corrective action plans (CAPs), tracking them to closure, and disseminating organizational lessons learned. Serves as a primary technical authority for ESH&Q, developing innovative technical approaches to ensure all environmental, safety, health, and quality audits and assessments meet stringent regulatory requirements while optimizing operational efficiency Applies comprehensive technical knowledge of environmental, safety, health, and quality assurance regulations, analytical skill, and independent judgment to interpret broad department policies, resolve complex hazards, and provide executive-level recommendations that directly impact the mission readiness and safe operational effectiveness of the site.

What you need to qualify

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as applying programmatic analysis, oversight, and evaluation techniques to manage complex Environment, Safety, Health, and Quality (ESH&Q) programs within high-hazard nuclear environments. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
