About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command J8 Fort Meade, Maryland.
Major duties
Work with technical/functional Subject Matter Expert (SMEs) in broad-based analyses required to define and document the Command's inputs for long-range, strategic fiscal planning processes. Prepare analysis and facilitate collaboration with a wide range of technical, functional and fiscal SMEs, to ensure all elements of the proposed cyberspace program are fully justifiable. Support and participate in the presentation of proposed cyberspace program strategies and other Command-level program analysis and planning initiatives. Provide analytical support for the team's development of mathematical and statistical methods, including automated analysis tools and models/simulations that are 'tailored to the Command. Contribute in making use of models and other mathematical/statistical methods for quick and cost-effective consideration of large numbers of alternatives and alteration of variables to assess outcomes given various program funding profiles. Take the broadly-defined guidance received from higher echelons, and assists in the issuance of Command-level policy and guidance for formulation of cyberspace program budgets. Use standard analytical methodologies, including but not limited to mathematical/statistical models and methods to ensure results are consistent and valid. Review formal budget planning roll-up submissions and applies analytical support to advise leadership to the likely programmatic and fiscal issues.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by utilizing analysis findings or input from internal stakeholders for the development of long-range business or fiscal planning; developing statistical/mathematical models to determine cost-effective solutions to funding problems; performing analytical duties in the formulation or presentation of budgets or program estimates. This position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure.
