About the Position: Performs duties in support of project management, control, coordination and execution of assigned projects and programs. Working with the Project Managers (PM) and Project Delivery Teams (PDTs), the Program Specialist accomplishes project management related duties in the day to day management and processing of each project and/or program using the network analysis system (NAS), Project Management Business Process (PMBP), and Project Management Plans (PMP)

Major duties

Serves as a Program Specialist responsible for management, control, development, coordination and execution of assigned programs and their documentation requirements to ensure data/document management. Controls and manages project schedules, milestones, scopes, quality controls, risks, issues, communication management, and budgets from preliminary stages through design, construction, and operations for projects. The incumbent is delegated the full range of supervisory and personnel management authorities of two or more employees Assists management in the planning stages of organizational or procedural training needs on the logical relationships of duties, sources, availability, and full utilization of needed skills Provides management advice on training needs and enhancing employee potential through training. Responsible for information and records management as it relates to the Project Management Business Process (PMBP) and P2 (P3e Primavera Project Planner Enterprise) Reporting Suite, Oracle Tutor, and Oracle Projects).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing program management such as managing project schedules, milestones, scopes, quality control, and budgets relating to military, civil, environmental, construction, or Interagency and International Services (IIS) programs; Providing guidance for a financial database system; and reviewing schedules of commitments, obligations or expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????12).
