What you'd do

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the NAVAL FACILITIES ENGINEERING COMMAND of NAVAL FACILITIES ENG COMMAND HAWAII.

Major duties

You will perform strategic community management for ACQ and overseeing and managing data collection requirements of NAVFAC and the Department of Navy. You will provide advice and assistance to ACQ and Subordinate Commands (if applicable) pertaining to acquisition issues, problems, challenges, policies, and procedures. You will be responsible to oversee planning, direction, and timely execution of business support for ACQ, reporting, as well as policy and procedure development and implementation based upon legislation and other changes. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. You will perform oversight and compliance, business documentation review, policy advice and direction, acquisition community leadership, and human capital planning for Acquisition (ACQ) and ACQ staff of Subordinate Commands.

What you need to qualify

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) Developing, executing, and administrating contracts in support of an extensive range of supplies and services related to design, construction Architect-Engineering, and maintenance for shore facilities 2)Managing and motivating groups of contracting and procurement personnel towards organizational goal accomplishments, including setting priorities, work assignments, and assuring quality products are provided in a timely manner; and 3) Advising all stakeholders on overal business-line acquisition strategy, contract policy interpretation, contract price proposal, solicitation, negotiation, administration, and termination of contracts.
