What you'd do

You will serve as a CONTRACT SPEACIALIST in the NAVFAC MIDLANT, NORFOLK VA of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Major duties

You will create documents, pertinent justifications, determinations or findings in contractual awards. You will conduct pre-negotiation conferences to negotiate prices, terms, conditions, contract modifications, and settlements. You will direct a full range of procurement pre-award and post-awards functions to include drafting and issuing solicitations, negotiations, source selection, contract award, contract modifications and contract closeout. You will interpret procurement regulations and policies for activity specialists.

What you need to qualify

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing the full range of pre and post award contractual actions required in the procurement of services, construction, architect/engineering services, or facility support services, utilizing sealed bid, negotiation, and small purchase negotiation procedures; 2) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; 3) Reviewing procurement requests to assure clarity, adequacy, and completeness; 4) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; and 5) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout.
