The primary purpose of this position is to provide expert-level data management and database administration for the Air Force Services Center enterprise systems, primarily the Oracle E-Business Suite.
Major duties
1. Serves as an Information Technology Specialist and technical expert responsible for all areas of database management, analysis, and maintenance for the Oracle E-Business Suite. 2. Designs the physical structure of complex databases, considering access methods, frequency of access, storage media, data volatility, and search strategies. 3. Designs and modifies the integration of tools and utilities for reporting and feature enhancements. 4. Performs and supports activities for AF security compliance, including all necessary action to support and maintain the Authority to Operate for the Oracle E-Business Suite.
What you need to qualify
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants may meet the minimum qualification requirements for GS-5 and GS-7 positions in this series in two ways. These are described below as Alternatives A and B. These alternatives are designed to allow eligibility either through demonstrating prior computer-related education or experience (A) or demonstrating general analytical ability through other kinds of education or experience and passing a written test (B). Applicants who qualify on the basis of Alternative B must take a written test for competitive appointment at the applicable grade levels. The written test is not required by OPM for in service placement. There is no written test for applicants who qualify on the basis of Alternative A. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience is to provide expert -level administration, development, and sustainment of Oracle E-Business Stuite databases and application supporting Air Force enterprise operations. Leads database optimization, systems integration, security compliance, and data management initiatives to ensure reliable, secure, and efficient delivery of mission critical services. OR EDUCATION: Alternative A (for GS-5 through GS-11): Major study--computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. Alternative B: Meet general experience requirements in the "Group Coverage Qualification Standard for Administrative and Management Positions." OR EXPERIENCE: For GS-11: Experience that demonstrated accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques. For example, assignments would show, on the basis of general design criteria provided, experience in developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. Accomplishments, in addition to those noted for the GS-9 level, normally involve the following, or the equivalent: Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and Adaptation of guidelines or precedents to the needs of the assignment. For GS-12 and above: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of managing and administering Oracle E-Business Suite in a production environment, including installation, patching, upgrading, and performance tuning. 2. Advanced skill in designing, developing, and modifying complex database structures, schemas, and mappings to optimize performance, scalability, and reliability. 3. Skill in database programming using PL/SQL for script tuning and analysis, and comprehensive knowledge of Oracle database connectivity (Listeners, TNS names, SQLnet) and tools (Oracle HTTP/S, IAS). 4. Knowledge of configuration management methodologies and information assurance policies and procedures in a DoW environment. 5. Ability to integrate external tools, analytics platforms, and low-code applications with enterprise database systems to enhance functionality and reporting capabilities. 6. Ability to independently analyze complex data management requirements, troubleshoot critical issues, and develop and implement effective, innovative solutions with minimal supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
