THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT Specialist (PLCYPLN) (Title 32) (Indefinite), Position Description Number D2583P01 and is part of the VA G6, National Guard.

Major duties

As an IT Spec (PLCYPLN) (Title 32), GS-2210-12, you will perform the below duties: Serves as primary point of contact for all project teams regarding on-going technical projects. Assists in IM/IT portfolio project management, integration, coordination and planning. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the projects and intermediate products in support of the mission. Negotiates and integrates across all functional components (i.e., planning, design, implementation, contracting, etc.), customer needs, regulatory requirements and other agencies' commitments in support of assigned IM/IT projects. Within this portfolio, integrates IM/IT project scope and criteria, schedules and milestones, budgets, and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria. Supports programming decisions affecting assigned projects. Oversees projects and requirements supporting strategic and technical planning operations as well as management support provided by state National Guard IT department. Plans work to be accomplished by the ad hoc project teams, set and adjust short-term priorities, and prepare schedules for completion of work. Assigns work to team members based on positional responsibilities, priorities, difficulty of assignments, and the capabilities of employees. Develop performance standards for subordinates as related to each project, evaluating the work performance and accomplishments of those objectives. Ensure appropriate product-related training and documentation is developed. Analyzes information systems requirements or environment. Integrates the planning, design, implementation, etc., for multiple IM/IT projects of considerable scope and complexity as measured by their program authorizations, diversity, geographical area, management demands, technical intricacies, and various customers. IM/IT Projects managed are complicated by multiple local stakeholders; major integration issues; conflicting interests of multiple Federal government agencies; a variety of statutes and regulations; a high incidence requirement for IM/IT special equipment, materials, design features, unique projects with special acquisition strategies, and close agency scrutiny because of size, importance, and economic implications and top-level approvals required. Develops or implements information systems security plans and procedures. Monitors and reports on IM/IT portfolio and project milestones and budgets from preliminary assessments, full integration, and through to initial operations. Recommends courses of action and allocation of funds, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes IM/IT project proposals, schedules and cost reports to ensure integration and correct delivery of scope within authorized and appropriate cost and schedule. Reviews IM/IT project progress, measuring performance and recommending necessary corrective actions to maintain agreed upon scope, schedule, and cost. Based on performance trends, assesses portfolio risk, forecasts schedule, budget, or quality problems, and ensures proper resolution of issues raised. Reconciles sponsor /customer concerns, assuring that all participating parties are informed of project progress, issues and impacts. Reviews and recommends, within authorities provided, project cost and schedule changes. Provides status reports on projects assigned (progress, issues and trends) to state National Guard IT stakeholders, internal customers, and external customers. Conducts In-Process Reviews to facilitate the sharing of information and collaboration as required ensuring projects continue on track. Assures early identification of customer problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner. Performs other duties as assigned.

GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted members (E6/SSG - E9/SGM), Warrant Officers (W1/WO1 - W5/CW5), or Commissioned Officers (O1/2LT - O3/CPT regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period. Military Grades: Enlisted members (E6/SSG - E9/SGM), Warrant Officers (W1/WO1 - W5/CW5), or Commissioned Officers (O1/2LT - O3/CPT GENERAL EXPERIENCE: Applicant must have experience have experience managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services. SPECIALIZED EXPERIENCE: Applicants must have at least 12 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience serving as the primary point of contact for all project teams regarding on-going technical projects. Experience supporting programming decisions affecting assigned projects. Experience analyzing information systems requirements or environment. Experience monitoring and reporting on IM/IT portfolio and project milestones and budgets from preliminary assessments, full integration, and through to initial operations.
