ADMINISTRATIVE/TECHNICAL SPECIALIST
What you'd do
You will serve as an Administrative/Technical Specialist in the B30 Business Office within the Electromagnetic & Sensor Systems Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
Major duties
You will collaborate and partner with the Division and Department Procurement leads to develop and streamline standard best practices. You will engage with Branch, Division, Department, and NSWCDD stakeholders/Gov't Technical points of Contact to help communicate and coordinate their requirements and to advise them in the development of their procurement packages. You will participate in Wide Area Workflow (WAWF) reviews and reconciliation of contractor invoices for payment of contracts alongside Division COR. You will input and track funding Purchase Requisitions in Integrated Budget Planning and Execution System (IBPES), Enterprise Resource Planning (ERP), and monitor through contract award. You will strategize and prepare sound business recommendations through research, evaluation, and analysis of data across a team of project managers, task managers, sponsors, and other employees. You will perform financial tracking as required, tracking obligations and expenses through the procurement and financial systems (IBPES, WAWF, and ERP). You will provide summary reports on procurement request status on a regular basis as determined by the Branch Head and Division Business Office.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09 & GS-10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to coordinate procurement and contract projects.
