What you'd do

This position is located in the Department of Homeland Security (DHS), Office of the Chief Financial Officer (OCFO), Financial Management & Systems Division. The position serves as a first level supervisor of specialists associated with the implementation of major financial accounting systems and guidance on a variety of complex issues for integrated project teams (IPT). Non-BU: This is a non-bargaining unit position.

Major duties

As a SUPERVISORY FINANCIAL SYSTEMS SPECIALIST, GS-0501-15, your typical work assignments may include the following: Directs and controls multiple projects varying in scope and size related to sustainment, enhancement, and optimization of existing Enterprise financial accounting and resource management systems. Oversees the functional/technical Integrated Project Team, (IPT) to manage ongoing enhancements and configuration changes based on approved accounting system requirements, ensuring traceability throughout sustainment, implementation, demonstration, testing, and deployment phases. Overseas, coordinates, and leads the Data Management IPT to manage ongoing data quality, migration, and reconciliation activities for master and transactional data within the financial accounting system. Manages the interface control IPT to identify, document, and maintain DHS, component-owned, or third-party systems required to interface or integrate with the Financial Management and Systems, (FM&S) financial accounting systems. What you need to qualify

You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) experience with developing polices, practices and procedures for financial systems modernization programs including the application of changes to address rapidly evolving problem not susceptible to treatment by accepted methods, and make decisions or recommendations which significantly change, interpret, or develop major public policies or programs; and 2) serving as a subject matter expert of a wide range of program management and software development methodologies for the assessment and improvement of complex projects, processes, and systems; and 3) experience in applying templates and conversion routines for the migration of data from a legacy accounting system to the financial systems modernization solution; and 4) leadership of diverse integrated project teams to deliver measurable results and sustainable change. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
