FINANCIAL MANAGEMENT ANALYST
What you'd do
You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMMANDER NAVAL SURFACE FORCE ATLANTIC (CNSL) ACCOUNTING DEPARTMENT of CNSL ACCOUNTING EAST.
Major duties
You will perform or advise on work in any of the phase or systems of budget administration such as formulation of budget and estimates to support plans, program activities, and present and defend budget estimates before authorities. You will review and evaluate budget requests, control and report obligations, expenditures, develop, determine and interpret budgetary policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operation. You will implement legal and regulatory controls over approved budgets, provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. You will be a technical expert and advisor to the Commander Naval Surface Force Atlantic (CNSL), providing advice on travel claims and approving travel vouchers in Defense Travel System (DTS). You will provide financial statements, accounting reports, and other information of a factual nature reflecting the interrelationship between accounting, budgeting, and other management data. You will ensure all financial records are in balance, forecast and analysis of budgets and other financial information as required.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing oversight of CNSL's Travel Program by ensuring that the program is executed in compliance with DoD Financial Management Regulations (FMR), Defense Travel Management Office (DTMO), Defense Travel System (DTS) and Joint Travel Regulations (JTR). Experience processing travel orders and claims, review/audit of claims and collection of debts/overpayments are accomplished timely and in accordance with established regulations. Experience providing oversight of the Government Travel Charge Card (GTCC) Program to CNSL and subordinate commands in accordance with governing instructions and timelines established by DoD Financial Management Regulations (FMR), Volume 9, DoD Instruction 5154.31, Volume 4, and NAVSUPINST 4650.7A. Experience providing various reports that indicate the status on travel invoices pending certification completion.
