The Office of Stockpile Production & Integration (SP&I) develops, manages, and directs the planning, execution, and oversight of the production sustainment and integration, safety, and quality and nuclear weapon cyberspace surety activities to assure the nuclear security enterprise is meeting nuclear weapon-related national defense requirements and optimizing production operations well into the future.

Major duties

As the Assistant Deputy Administrator for Office of Stockpile Production Integration you will have the following duties: Develops and oversees weapon production, safety, cyber, and quality activities for the U.S. nuclear weapon stockpile to NA-12 and higher management responsible for the safety and reliability of the Nation's nuclear weapons stockpile. Identifies and balances risks across the stockpile production integration portfolio, including making risk-based funding allocation decisions. Advises on identification, characterization, and resolution of critical weapon production, safety, cyber, and quality issues, and develops options to resolve conflicts impacting stockpile production integration programs. Leads teams composed of other experts to conduct extensive, complex, and sensitive engineering audits, reviews, evaluations, studies, and other efforts related to nuclear weapon production and integration. Plans and manages office activities and provides overall direction to the selection, use, and development of assigned personnel and the resolution of work-related challenges. Serves as the acting Deputy Principal Assistant Deputy Administrator for Stockpile Management when the incumbent is absent for any and all functions, with the full authority and responsibilities of the position.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. There are two MTQs. MTQ 1: Professional knowledge of nuclear weapon production enterprise to include production requirements, capacities, capabilities, quality, health, materials, technologies, and methods related to the Defense Programs mission to effectively advise senior leaders on a wide variety of programmatic options, opportunities, risks, and demand signals. MTQ 2: Knowledge and experience in analyzing program-budgetary relationships as they relate to multi-year activities to plan, estimate, and modify multi-year appropriated funds to carry out the Nation's strategic defense programs. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQs, you may not receive further consideration for the position. There are five ECQs: 1: Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. 2: Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. 3: Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. 4: Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. 5: Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
