THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Theater Aviation Sustainment Maintenance Group (TASMG), Groton, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

Major duties

JOB SUMMARY: The primary purpose of the position is to ensure aircraft of the region are ready and available to support Federal and State missions. In addition, the AVCRAD/TASMG performs National Maintenance Program (NMP) repair of rotary wing aircraft and components, limited depot airframe repair, aircraft painting, major airframe repair, depot-level component repair, and component repair and management, as directed by Army Materiel Command (AMC), and prioritized by the National Guard Bureau (NGB). NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Tests and troubleshoots aircraft rotor and/or propeller systems using special tools and test equipment. Performs troubleshooting of the powertrain systems using special tools and test equipment, diagnoses any system malfunctions and makes necessary repairs. Subjects rotor, propeller, and powertrain parts to a variety of nondestructive testing to identify imperfections not otherwise detected. Utilizing power hoists, special slings and balancing equipment, aligns and balances assembled propellers/rotor blades by making appropriate linkage adjustments and by making both chordwise and spanwise weight adjustments to bring blades into true balance. After assembly or installation of the blade systems on the aircraft, makes final adjustments to balance, track, eliminate vibrations and ensure proper revolutions per minute (RPM) by checking blade track utilizing special tracking equipment and making weight, trim tab, and control linkage adjustments. WORKING CONDITIONS: Work is performed in hanger areas, outdoors, in parked aircraft, and sometimes in hazardous noise areas. They often must work in confined spaces and in awkward positions. Dirt, dust, grease, and aircraft fluids are common in the work place. PHYSICAL EFFORT: Requires moderate to strenuous physical exertion when climbing, stooping, standing, bending, stretching and working in tiring and uncomfortable positions. Lifts heavy equipment and components weighing up to 50 pounds. Hoists, hand trucks, balancing equipment, lifts, and other employees are available to assist when handling heavy or awkward items.

What you need to qualify

GENERAL EXPERIENCE: Experience or training that has provided the ability to perform assembly and disassembly operations and make prescribed modifications to aircraft propeller assemblies and their components in accordance with technical specifications, procedures and requirements. Experience using hand and power tools common to the trade. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 6, 12 or 18 months of specialized experience in the following: WG-05 REQUIRES 6 MONTHS: Experience or training demonstrating the ability to use of common hand tools in making repetitive mechanical repairs under close supervision. Experience that demonstrates the ability to perform the simpler and routine duties of the trade. WG-08 REQUIRES 12 MONTHS: Experience or training removing and installing components and accessories with detailed guidance. Experience in following detailed instructions in making minor repairs and modifications to aircraft propellers, subassemblies and components. WG-10 REQUIRES 18 MONTHS: Experience or training performing standard, routine assembly and disassembly operations and making prescribed modifications to aircraft propellers, assemblies, and accessories. Experience performing maintenance overhaul, troubleshooting, testing, and repair of aircraft propellers, components, for rotary wing aircraft. Experience determining maintenance needed from work orders, inspection reports, historical record, and by own diagnosis. KNOWLEDGE, SKILLS AND ABILITIES: Skill in the use of precision measuring and testing instruments such as precision micrometers and vibration analyzers to detect source of vibrations in items such as propellers, rotors, and engine systems in order to troubleshoot, repair, and modify propellers, rotors, and components. Skill is required in the interpretation and use of technical orders and other related technical guidance. Skill demonstrating the ability to apply chemical dye penetrants, preservatives, and paints to applicable surfaces. Knowledge of and skill in disassembly, repair and installing aircraft propeller/rotor systems. Skill in using hand tools, precision measuring instruments, and power hoists. Knowledge of procedures used to balance and synchronize propeller/rotor blades. Knowledge of electrical, hydraulic and mechanical principles as applied to aircraft propellers. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-1 through E-7 UNIT OF ASSIGNMENT: Any aviation unit within state SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. STATEMENT OF DIFFERENCE: Individual selected at a lower level will be issued a Statement of Difference. Predicated upon qualifications, individual could be hired at the WG-10 grade. An individual selected for this position at the lower grade will progressively be advanced to WG-10 upon achievement of required qualifications without further competition. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. CONDITION OF EMPLOYMENT: You will be required to serve a 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: - your performance and conduct; - the needs and interests of the agency; - whether your continued employment would advance organizational goals of the agency or the Government; and - whether your continued employment would advance the efficiency of the Federal service. Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
