Major duties
Incumbent assists the ADOMSB in the overall management of ORS and ORF programs and exercises expert authority in all administrative matters concerned with the effective operation of these programs. Develops strategic organizational effectiveness initiatives that enhance performance, productivity, and employee satisfaction levels; designs and facilitates activities which reinforce the ORS’s priority of excellence in service delivery. Consults on the development of administrative policies and procedures necessary to ensure effective and efficient implementation of organizational, programmatic, and other change activities across the ORS and ORF. Conducts strategic analyses, studies, and audits involving assessment of various administrative practices, products, and services; partners with the ADOMSB and the division directors in reviewing and evaluating program operations and activities. Participates in the establishment of criteria and standards for the management and administration of resources within ORS and ORF and for makes recommendations on issues affecting programs and personnel. Serves as a continuing source of expert information with regard to all aspects of business management operations, including acquisitions, financial management and human resources management. Directs staff who provide substantive input into the formulation, obligation, and execution of various operating budgets, advising Office Directors in the preparation and presentation of their budgets. Researches, analyzes, and prepares detailed analyses and recommendations addressing human capital utilization. Provides supervisory responsibilities over staff responsible for a wide variety of administrative management services to include transmitting guidance to program managers on policies and procedures covering many of these services.
What you need to qualify
You qualify at the GS-15 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Providing senior-level administrative management support to organizational leadership by coordinating budget, workforce, acquisition, and operational activities across multiple programs and ensuring alignment with strategic priorities. 2) Advising management officials on matters involving resource utilization, workforce planning, organizational structure, policy implementation, and operational requirements, supporting informed decision-making and effective program execution. 3) Leading or coordinating cross-functional projects involving multiple stakeholders, establishing priorities, resolving complex administrative issues, and ensuring timely completion of organizational initiatives. 4) Supervising and/or guiding administrative personnel responsible for business operations, financial activities, human resources processes, and related management services, while monitoring workload distribution and performance outcomes.
