Major duties
The primary duties of this position are: Performs, provides, obtains, and advises on a variety of management services essential to the direction and efficient operation of the Area Office. Assure that Area Office administrative internal systems and procedures for carrying out its functions meet the requirements of balancing costs, benefits, productivity, and effectiveness. Establish internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process. Serves as the Information Technology systems oversight, protecting automated systems and information. Serves as action officer between the Human Resources Office and the Area Office pertaining to all aspects of human resources, reorganization, organization structuring, position management, and manpower utilization. Coordinates the development of the fiscal operating budget for the Area Office. Schedules and assigns work to assure that deadlines are met and that the work flows evenly.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-07 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience 1) Creating processes; 2) Collecting data and analyzing it for research, surveys and reports; 3) Interpreting and applying regulations and policies; knowledge of applicable public laws and DOI, USBR, and regional directives, policies and procedures relative to budget, personnel management, manpower, information management and security. These examples are not all-inclusive. You could otherwise qualify on the basis of education having 1 full year of graduate level education or superior academic achievement. You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-09 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience 1) Performing budget and personnel management; 2) Preparing reports and correspondence supporting administrative functions; 3) Coordinating with management on administrative programs. These examples are not all-inclusive. You could otherwise qualify on the basis of education having a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related. You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-11 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience 1) Tracking staffing actions across a multi-tiered high level organization; 2) Reviewing and analyzing incoming tasks, determining the scope, and assigning responsibilities for task execution to ensure all tasking are accurate and completed in a timely manner; 3) Reviewing official correspondence for management ensuring their responses are correct; 4) Managing the travel system for the organization. You could otherwise qualify on the basis of education having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related. You may combine specialized experience and education to meet the minimum qualifications. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 07/17/2026.
