Major duties

As a Supervisory Financial Specialist, you will perform the following duties: Serve as the Deputy Chief Financial Officer/Chief Administrative Officer (CFO/CAO), providing oversight of all phases of the budget process including planning, formulation, execution, and presentation. Provide oversight of the administrative functions, including personnel, procurement, space, property, etc, and develop policies and guidance for OAR senior program and administrative personnel. Responsible for budget submissions to the National Oceanic and Atmospheric Administration (NOAA), the Department of Commerce (DOC), and Congress. Direct the planning for financial management centers, ensuring execution of all aspects of assigned financial management programs (to include acquisition, cost and scheduling requirements, etc.), in support of acquisition platforms and annual and multi-year appropriations. Conduct analyses of financial conditions, and interpret, develop and apply budget policies and procedures. Make specific recommendations for solving budgetary problems to ensure the organization's fiscal integrity. Research, interpret, analyze and apply budget and financial management policy, as well as relevant internal construction works in progress policy, procedures, and requirements. Oversee team members involved in sensitive meetings and discussions with other line offices and stakeholders. Use financial systems and other tools to prepare and coordinate responses to meet financial reporting requirements, prepare routine and ad hoc reports and other fiscal and budgetary data for internal and external purposes. This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15. Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 (192,332-197,200) which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Participating in the development and execution of a program budget and recommending adjustments; Providing recommendations and guidance to top-level management on budgetary matters based on policy and program analysis; and Planning, evaluating, or leading a project or team by performing tasks such as assigning work, setting priorities, or providing feedback on work assignments.
