Major duties

The position may be located at any of the DOL office locations, if available. The advertised salary range reflects the minimum and maximum pay for all locations. Final salary will be determined based on the selectee's assigned duty station in accordance with applicable locality pay tables. This Financial Management Specialist position is part of the Directorate of Administration, Business Management, and Governance (ABMG) within the Office of the Chief Information Officer (OCIO) at the Department of Labor (DOL) and plays a crucial role in overseeing the procurement and contract administration processes that are essential for the acquisition and management of IT goods, products, services, and capital assets. Major duties for the GS-14 include, but are not limited to: Serve as lead for budget formulation and execution of large and complex budgets, with minimal supervision. Prepare a variety of complex reports, written analyses and recommendations for the Office on programmatic and budgetary matters. Prepare and issue reports on budget and funding levels with analyses on a variety of costs for each budget line item and overall spending by unit. Analyze and assist in the development of various procurement actions, agreements, memorandum of understandings, etc. to determine the cost and impact on funds in respective contracts. Evaluate monthly accounting transactions such as detailed statements of funds to ensure the accuracy of accounting. Serve as a team lead for special projects requiring significant research and attention to detail.
What you need to qualify
You must meet the Specialized Experience to qualify for the Financial Management Specialist position, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes (applicants must meet all three statements): Experience leading a team of financial analysts that delivers complex budget products; Experience managing budget execution for multi-year, multi-appropriation programs, including developing spend plans, monitoring obligations/outlays, and ensuring compliance with agency policy; and Experience directing internal control assessments and remediation under various regulations.
