What you'd do
The position is in the Program Management Office (PMO), Test and Evaluation(TE) for the Department of Veterans Affairs (VA) Office of Electronic Health Record Modernization (OEHRM), within the Office of the Deputy Secretary of VA (DEPSECVA). This position supports the goals and objectives of the OEHRM program by supporting the test and evaluation of the DoD/VA EHRM systems.
Major duties
This is a bargaining unit position. The initial application review cut-off for this job announcement is 50 applications. The first 50 applications received will be considered first. Responsible for the full range of the technical aspects of the program and projects from inception at the requirements definition phase through system design and acquisition, feasibility and concept demonstration, and finally transition into operational status. Develops IT test and evaluation language and requirements for various acquisitions, contract statements of work, manages procurement of contractor services, directs and monitors contractor performance, and determines whether performed work meets the standards established by the contract, to include the development and implementation of quality control and testing criteria and methodology. Applies a comprehensive understanding of test environments engineering, test services, healthcare system specifications, and OEHRM policies, in the execution of all aspects of DoD/VA EHR systems for both the VA only and VA/DoD joint test and evaluation. Determines resources (including software, hardware, and telecommunication requirements), personnel expertise, and staffing levels required to meet program and project objectives. Engages and collaborates with OEHRM and OIT offices, program and project managers, vendors, contractors, and others to coordinate project work and provide guidance and status of the projects, including those projects that are executing recommended testing services. Establishes, leads, or participates in Interagency, department-wide and program governance councils, working groups, integrated project teams (IPT) meetings, technical interchange meetings, vendor meetings, project milestone reviews, and critical decision reviews. The work requires long periods of sitting and working on a computer terminal. It will require travel to VHA medical centers and facilities. It occasionally requires carrying light objects such as laptops, files, books and paper. Travel will be required up to 25%.

AND Minimum Qualification: The demonstration of knowledge, skills, and abilities/competencies which demonstrate the likelihood to perform successfully the duties of the position and is related to the work of the position to be filled. These knowledge, skills, and abilities/competencies are normally attained through the equivalent of one year of specialized experience equivalent to the next lower grade level of the position being filled but may now be obtained through other means. Such demonstratable knowledge, skills, and abilities/competencies may be typically gained in the IT field or through the performance of work where the primary concern is IT or other means (e.g., licensure, certification, registration, or special training). You must possess one-year of Specialized Experience equivalent to at least the GS-13 level. Specialized experience is defined as: Seasoned IT management skills to create/maintain the IT infrastructure/environment; Experience applying industry-standard and organizationally accepted analysis principles and methods and applying software quality control processes; Skill in identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.; Experience initiating corrective actions to service performance issues and variances.; and Familiarity with budget management and risk management. NOTE: The Specialized Experience MUST be substantiated in your resume. OR Applicants may also be considered to have satisfied the minimum qualification requirements for a position if they can present evidence that clearly justifies a high evaluation of their competence, such as one or more of the following: Appropriate licensure, registration(s), certification(s); or A substantial record of experience, achievement, and publications that demonstrates eminence in the appropriate profession/technical field.
