Data Analyst
What you'd do
This position is located in the Architect of the Capitol (AOC) Office of the Chief of Operations, Executive Director, House Office Buildings, Division Director, Facilities Operations Division.
Major duties
The incumbent serves as the Senior Data Analyst and is responsible for conducting data analyses, tracking metrics and producing customized reports and dashboards, as well as providing expert and authoritative guidance to leaders and staff utilizing data analytics and trend analyses to accomplish the AOC's mission in serving the Congress. AOC roles are critical in ensuring the smooth operation of our AOC processes and how they apply to the responsibilities of the individual jurisdiction, directly contributing to customer satisfaction. Their accuracy, efficiency, and meticulous attention to detail are essential for maintaining high standards and delivering exceptional service to our customers. The tour of duty for this position is Monday - Friday 8:00 a.m. - 4:30 p.m. **Duties are stated at the GS-13 level. If selected at the GS-9, GS-11 or GS-12, candidate will have non-competitive promotion potential to the GS-13.** Duties include, but are not limited to: Serve as the senior subject matter expert and advisor to data, metrics, analytics, and reporting. Serve as the Program Manger that leads design, data collection and analysis, message development and report writing. Provide advice on the scope of analysis, how data should be collected and the most appropriate analytic software to efficiently analyze data in support of engagement objectives. Lead teams to develop data products, analytic solutions, reports and documents. Construct data pipelines using structured query language and techniques to handle data at scale. Design presentations and interpretations of analytical outputs tailored to specific audiences including the use of interactivity and narrative storytelling with data where appropriate. Execute cross functional management analysis to identify opportunities to leverage data analytics methodologies to solve problems and garner organization efficiencies. Develop data driven solutions to project costs, analyze budget performance and prioritize the allocation of funds to develop budgets and maximize their operational impact. Serve as a Contracting Officer's Representative (COR) for analytic-related contracts to ensure accurate and adequate oversight of contractor performance according to contract requirements. Assist in the implementation of scope changes to the contract once approved in writing by the Contracting Officer on the Government's behalf when appropriate. Review completed work, evaluates quality and recommends acceptance or rejection of completed work to the Contracting Officer prior to any payment. Perform other related duties as assigned.

QUALIFYING ON EXPERIENCE: Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-9 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) Collecting data and information, and developing presentations, (2) Generating reports and/or monitoring performance indicators; and (3) Conducting research and analyses, and recommending data driven solutions to assist with business process improvements using a range of analytical tools and methods. --OR-- Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. --OR-- Combination of specialized experience and education. To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) Performing appropriate analytic and relational database management system software to programmatically prepare data for analysis and clean imperfect data; (2) Organizing, analyzing, interpreting data developing to inform decision makers and drive successful operations; and (3) Assisting in the implementation of scope changes to the contract once approved in writing by the Contracting Officer on the Government's behalf when appropriate. --OR-- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. --OR-- Combination of specialized experience and education. To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) Developing data products, analytic solutions, reports and documents; (2) Analyzing data elements, systems, data flows, dependencies and relationships to build conceptual physical and logical data models and/or reports; and (3) Reviewing completed work, evaluating quality and/or recommending acceptance or rejection of completed work to the Contracting Officer prior to any payment. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) Conducting data analyses, tracking metrics and producing customized reports and dashboards; (2) Analyzing and/or evaluating programs and data for efficiency and effectiveness related to agency, departmental and/or division matters and operations; and (3) Performing timely inspections to ensure compliance with job specifications, quality, timeliness and budget authorizations.
