Deputy CFO
What you'd do
Serves as the NASA Deputy Chief Financial Officer (CFO) reporting to the Agency CFO. As a key leader on the senior leadership team and senior civil servant in the Office of the CFO, the incumbent oversees NASA's ~$25B annual budget and the day-to-day operations while driving long-term strategic initiatives. The Deputy CFO ensures effective management, efficient use of Agency resources, and NASA Center resources are employed toward the achievement of NASA's strategic plan and overall mission.
Major duties
The Deputy CFO: Advises the Office of the Chief Financial Officer (OCFO) and Agency leadership on the financial strategies to achieve the NASA mission, which includes matters related to NASA policies, plans, and programs. Communicates with Agency leadership and supports the CFO in the analysis, presentation, and reporting of NASA's financial data and programmatic performance. Leads process and policy changes and implements technology and automated reporting solutions that ensure timely and accurate information for management decisions and cost effective and efficient financial function. Serves as the Agency liaison for all operational decisions regarding workforce, staffing, and strategic direction for OCFO staff at the Centers. Leads a team comprising of Chief Financial Officers and Directors within the enterprise. Preparing and transmitting an annual financial statement, audit report, and budget information to the Administrator, the Director of the Office of Management and Budget (OMB), the congressional committees of jurisdiction, and other authorities who review NASA's financial matters. Manages the tracking of major internal and external projects on behalf of the CFO, ensuring timely execution of deliverables related to briefings and memoranda, and establishes effective oversight mechanisms. Provides leadership for corporate policy development spanning a variety of financial management and budget functions, including strategy, operations, performance, and integration. Leadership for the planning, analysis, management, and operations of NASA's field Centers and NASA Headquarters (HQ) operational resources functions. Participates as a member of the CFO Council, established by statute in the Chief Financial Officers Act of 1990 (P.L. 101-576).
What you need to qualify
To meet the qualifications for this position and as required by 31 U.S. Code § 903 (Establishment of agency Deputy Chief Financial Officers), you must have demonstrated ability and experience in accounting, budget execution, financial and management analysis, and systems development, and not less than 6 years practical experience in financial management at large governmental entities. This experience must be reflected in your resume along with the corresponding dates. As a basic requirement for entry into the Senior Executive Service (SES) under a career appointment, you must clearly articulate and describe within your 2-page resume that you possess the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications MTQ related to this position. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQ, you may be disqualified. Any additional pages over the 2-page limit will not be reviewed. Your resume should include evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity, normally obtained over several years by serving in positions at the GS-15 level or equivalent. If you are (1) currently serving under a career SES appointment, (2) eligible for reinstatement into the SES (this means you were previously employed as a Career SES employee and you successfully completed a one-year probationary period), OR (3) have successfully completed a SES Candidate Development Program (CDP) and certified by OPM, you do not need to address the ECQs in your resume. However, your resume must clearly state that you are a current career SES, eligible for SES reinstatement, or SES CDP certified and year of certification. Competencies: Accountability, Developing Others, Executive Judgment ECQ 5 - Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Competencies: Operational Mindset, Innovation, Strategic Thinking MANDATORY TECHNICAL QUALIFICATION (MTQ): Your resume must include accomplishments that address the MTQ. MTQ: Demonstrated experience and direct accountability and oversight for a multi-billion dollar annual budget. Accountable for enterprise budget and financial management, accounting, developing strategies for effective utilization of resources, and partnering with stakeholders to deliver financial reports to the Administrator, the Office of Management and Budget (OMB), and/or congressional committees.
