What you'd do
This position serves as Senior Financial Administrative Specialist for the Finance Section, Support Services Division, for the Regional Office (RO) working independently with internal and external customers on operational matters and on exercising program responsibility.
Major duties
The Financial Administrative Specialist administers a benefits payment program to ensure timely payments in accordance with laws, regulations, and instructions of the Department of Veterans Affairs. The Financial Administrative Specialist is responsible for the following duties but are not limited to: Administering a fiscal program that includes payment for general operating expenditures and payments for supplies and services furnished to beneficiaries. Conducting continuous analyses of the operations, functions and processes of the Finance Section to develop standing operating procedures, simplified processes and a program of continuous improvement of section operations. Providing financial statements to operating program officials for informational and planning purposes. Analyzing past experiences, and based on future plans of the RO, forecasts funding usage; interprets reports and other financial data for program review and analysis; forecasts effects of changes in administered programs. Reviewing funding and spending data to develop cost information reflecting program trends for region-wide programs. Analyzing financial status reports for overall program status. Collaborating with staff and management to offer recommendations that support operational decisions and improve financial practices. Work Schedule: Full time, Monday through Friday 8:00 am-4:30 pm Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/21/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. Note: Time-in-grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. MINIMUM QUALIFICATION REQUIREMENTS: You may qualify based on your experience as described below:GS-12 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11). Specialized experience is defined as administration and oversite of fiscal programs that include the payment for general operating expenditures and payments. Additionally, candidates must show experience in two of the following areas to be considered: Administering an agency benefits payment program. Experience in the functional aspects of the finance section to include completion of financial statements, cost reports, and balance sheets. Maintaining an organization budget for staff expenditures. Providing accounting analysis and advice to senior management officials Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
