This position is in the Financial Services Center (FSC), Financial Technology Service (FTS), Product Management Office (PMO), Product Development (DEV) and supports technical services within the FSC including Enterprise Architecture, System Architecture, Data Architecture, Application Development and Sustainment, System Administration, System Acquisition, Contract Monitoring, Information Assurance, Data Administration, Network Administration, IT Help Desk (ITHD), and external customers.
Major duties
Cyber Security Code 802 - IT Project Manager: Directly manages information technology projects. This is a Non-Bargaining Unit Position Major Duties: Provides direct technical and administrative supervision for a staff mix including multiple tiers of supervisory support and fulltime employees spanning from GS-9 up to GS-13, and oversight of over 90 contractors (equivalent to GS-9 through GS-13) across multiple scrum teams Ensures the implementation and use of a System Development Life Cycle (SDLC) process to be used for all systems and application development initiatives Supervises and oversees the concept definition, planning, development, and implementation activities of the FSC product portfolio, using SAFe Agile methodology or other approaches defined by VA Office of Information Technology (OIT) Provides organizational oversight in the planning, designing, analysis, acquisition, documentation, testing, implementing, integrating, maintenance, and modification of computer systems, software, or applications Work Schedule: Mon - Fri 8:00 am - 4:30 pm Compressed/Flexible: Available with supervisory approval Telework: Ad hoc telework (situational telework) available as determined by the agency policy. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For all positions individuals must have IT-related experience demonstrating each of the competencies listed below. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialize Experience is defined as: Developing and maintaining IT solutions supporting financial or healthcare customers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Continually improves security posture by addressing technical debt. Provided leadership with recommendations on maintaining a strong and resilient organizational security posture.
