What you'd do

The Administrative Officer (AO) operates in a full-time, permanent position in Community Relations and Engagement (CR&E) service line which falls under the Office of the Assistant Director. The incumbent will assist the Chief, CR&E with the direct day-to-day functions to assure that excellent customer service, staff performances, employee development, service coordination, personnel administration, and management work are met and accomplished with the highest degree of quality healthcare.

Major duties

Duties include but not limited to: Analyzes program operations, problem solve, draw conclusions, recommend appropriate actions. Provides advice on requirements, maintains administrative systems, and administrative paperwork. Possess positive relational, oral/written communication skills, the ability to multi-task high priority projects with minimum supervision, employee will exercise independent judgment overseeing the administrative needs and actions which it pertains to timekeeping, program management, procurement of supplies, service requests, internal controls, document controls, timekeeping, schedules/calendars, deadlines, incoming mail, email correspondence, program equipment, proposed improvements and other functions as it pertains to administrative, logistics, information management and technical competencies. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Prepares budget package for submission to the budget office and responds to all questions from that office. Reviews financial reports and resolves discrepancies with the appropriate accounting office and assures that all expenditures are properly authorized and documented. Reviews program data, workload reports, staffing requests, to assure that positions of the organization are properly funded, and that authorized grade and staffing levels are maintained. Oversee procurement and contracting for the CR&E Service, which includes preparing procurement requests, evaluating proposals for work, acting as the Contracting Office's Representative (COR) for procurements, and/or maintaining procurement and contracting records. Serves as a purchase agent and maintains a credit card for micro-purchases for the service. Provides general assistance in the administrative processes for all personnel administration actions and management work to assist the Chief, Community Relations and Engagement in assuring that all performance measures that affect the Medical Center's organizational specifics, performance goals, individual core competencies, facility/service line polices/procedures, staff operations and management work is overseen, preventing any insufficiencies. Assists the Chief, CR&E in interviewing, selecting staff, orientating, training, and assigning work and/or delegating instructions. Acts as a liaison with Human Resources concerning personnel related matters and provides guidance and assistance to staff concerning personnel processes and/or procedures to include: EEO complaints, reasonable accommodations, FMLA requests, extended LWOP, hiring/recruitment, staffing needs, resignations, out-processing clearing (internal/external), NEO (new employee orientation), position functions/classifications, organizational charts, space utilization, writing position descriptions, developing job analysis, preparing performance plans and appraisals, and other adverse actions. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: development and implementation of a detailed marketing plan for a specialized program; managing a program service budget and managing a donation needs list of an organization; utilizes laws and regulations governing the General Post Fund and solicitation and acceptance of donated gifts; and understanding and applying personnel management practices for interviewing, screening, placing, and counseling purposes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Pd.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. Only graduate education in excess of 36 semester hours (i.e. beyond the second year) is creditable.
