What you'd do

The primary purpose of the Patient Care Services (PCS) Administrative Officer is to perform all administrative functions to include administration, human resources management, budget and finance, management and program analysis, committee support, office support services, document control, logistics, and a variety of related administrative matters in support of one of 6 services under the PCS -Nursing Service umbrella.

Major duties

Duties include, but are not limited to: Overseeing processes related to the recruitment, orientation, and retention of clinical and non-clinical staff to meet effective staffing levels for the Service. Developing methods to obtain and retain qualified candidates for the health care teams. Reconciling performance management issues or recognition regarding Service personnel; Coordinating the implementation of internal policies and programs with HRMS, relating to equal employment, merit promotion, position management and employee relations and ensures support for these programs for program managers, supervisors, and team leaders. Delegated authority from the Chief/Supervisor to recommend actions on promotions, leave, awards and minor disciplinary actions, as well as to investigate or hear individual or group grievances from clinical staff. Assisting Service supervisors in developing clear performance standards for employees, based upon accurate position descriptions, functional statements and/or scopes of practice, as applicable to the position. Assuring deadlines are met for employee appraisals and competencies. These will emphasize, but will not be limited to, those areas related to increasing patient satisfaction and blending the delivery of diligent care/service with maximum employee productivity. Developing and maintaining a system of effective administrative controls over the Service resource utilization. Ensuring that the process supports a planning atmosphere, facilitating the balance between fiscal constraints and Service needs. Developing strategies for monitoring and limiting the financial risk under VERA Capitation (or equivalent) Model. Providing general oversight for all acquisition processes within the Service, inclusive of the establishment and administration of contracts for clinical services and equipment. The incumbent has oversight for all contractual actions and phases of contract work from within the Service. Maintaining an awareness of available resources and makes recommendations to the supported PCS-Nursing Services' leadership regarding needs, distribution, or redistribution of these resources. Has full authority for multiple fund control points. Gathering and analyzing the supported PCS -Nursing Service budgetary needs and supervise all phases of budgeting within administrative requirements. Planning a system of internal control which assures the fiscal management of the service will be maintained on a sound basis in accordance with generally accepted accounting practices. Responsible for formulation and execution of annual General Purpose and/or Special Purpose and Facility budget including salaries, travel, supplies, equipment, and all other general operating expenses. Assembling and compiling budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Administrative Officer GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Administrative Officer GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements..
