The VA Center of Education (CoE) in Interprofessional Primary Care Program/Clinic is a large innovative interprofessional team-based educational and collaborative primary care model. The CoE Program is based in West Haven, but also has satellite operations at the Newington campus.

Major duties

The incumbent serves as a Program Analyst (Primary Care CoE) located at the West Haven medical center in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). Duties include, but may not be limited to the following: The incumbent extracts or mines data and evaluates and analyzes the statistical data from various resources such as VHA Support Service Center (VSSC), Business Intelligence Service Line (BISL), Pyramid Analytics, Power BI, Veterans Health Information Systems and Technology Architecture (VistA) Utilizes qualitative and quantitative techniques to analyze the business practices, procedures and protocols to assess the effectiveness of operations in meeting goals and objectives determined by National, VISN, and local CoE leadership Analysis of the data allows the incumbent to make recommendations for process improvements and provide recommendations for new processes implementation She/he manages, prepares, analyzes, extracts, summarizes, and identifies apparent trends and issues related to outpatient clinical operations and participates in problem-solving to identify potential quality improvement areas. The incumbent has continuing responsibility for the planning, development, direction, and evaluation of administrative functions and projects in support of the Primary Care CoE. The incumbent provides input into developing, planning goals and objectives, for implementation and administration of CoE Clinical Program(s) In this process, She/he analyzes issues based on changes in regulatory guidance, small and short- range objectives/goals of higher headquarters. The incumbent is responsible for maintaining an updated working knowledge of all VHA and local policies related to clinical care matters, budgetary/fiscal matters, and operational matters She /he collaborates with clinical and administrative staff to develop program plans for Clinical Program(s) within the CoE. She/he provides input into developing, planning goals and objectives, for implementation and administration of the program(s) She/he facilitates a mechanism for development of program requirements, allowing for the efficient execution of services The incumbent clearly communicates program plans during meetings to ensure plans and policies are followed consistently by the terms of the written program plan. The incumbent works independently to propose, plan, and monitor resource utilization to meet the needs of the service on a weekly basis by utilizing analytical programs and data repositories She/he reviews statistics, programs, reports, and other data with the CoE Director regularly to advise on implementation methods, changes in operations, etc. The incumbent is responsible for analyzing program performance data to identify strengths, weaknesses, and impact on a weekly basis with a monthly round up report to the Director She /he validates data guarantying the information provided is accurate as such information will have a significant impact on service operations and patient care. The incumbent is responsible to provide written interpretation narratives and written and/or oral reports to support statistical analysis Input regarding a balance between support for new programs and continued support to and for existing programs of patient care is expected. Responsible for obtaining, interpreting and analyzing information from a variety of sources utilizing software applications such as Excel, Access, PowerPoint and SQL to integrate the vast amounts of data residing in the VA corporate and hospital databases into usable reporting systems to provide quantitative and qualitative analysis in support of the program. The incumbent facilitates the development of creative and innovative quality business practices for the CoE She/he reviews requests from Medical Centers requesting clinical coverage and assesses site needs and host site feasibility based on outpatient clinical metrics to include but not limited to consult timeliness, appointment wait times, clinical capacity, and CoE provider capacity She/he provides information to assist for decision making, policy development, resource planning, and overall implementation. This position is an AFGE Bargaining Unit position. This position is covered by locality-based comparability pay. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/23/2026. Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst - Informatics. Qualifying specialized experience includes communicating among stakeholders to facilitate and support organizational change; applying a wide range of established practices, theories, and emerging information in relation to health care delivery, informatics, and applications; independently completes analytical projects related to process improvement; experience with data life cycle to include data design, collection, and management to input, retrieve, analyze, summarize, and present information; and knowledge and use of national database architecture and file structure. ~OR~ Education: Successfully completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
